Join us for a webinar from the Council of Reciprocating Surveyors Boards of Australia and New Zealand (CRSBANZ) on the National Standard of Competency for Licensed or Registered Surveyors.

Join project lead Michael Nietschke and others as they share with you the key details contained in the Issues and Opportunities Paper recently prepared.

Background

CRSBANZ have a commitment to the principle of mutual recognition of professional registration between the jurisdictions of all Australian States and Territories and New Zealand since 1892.

By 1 July 2022, a new national Automatic Mutual Recognition of Occupational Registration (AMR) scheme will be in operation in most jurisdictions. This has provided impetus for CRSBANZ to work towards legislative and administrative reforms that will progressively eliminate jurisdictional differences.

The project to establish a National Standard of Competency for Licensed or Registered Surveyors builds on recent CRSBANZ research projects to establish surveying degree qualifications and review of different competency assessments enforced by the various boards prior to accepting graduates for registration.

This webinar will inform stakeholders of CRSBANZ's agenda and provide an opportunity to ask questions before submitting feedback on the competency review project.

Presenters

Craig Sandy - Chair Intergovernmental Committee on Surveying and Mapping (ICSM) & Surveyor General Victoria

Craig will provide an overview of Cadastre 2034 that forms the basis CRSBANZ agenda to guide a coordinated and consistent National approach to planning future policies, legislation, standards and research that relate to regulation and competencies required of land surveyors.

Craig will highlight Cadastre 2034 goals to build skills and knowledge resources aligned to new methods for defining and locating land boundaries and need for a federated cadastral system based on uniform cadastral surveying standards.

The Review of Surveyors Registration Board of Victoria Licensing System will be detailed including recommendation to develop a competency framework with input from industry and university. The competency framework will clarify what constitutes a competent graduate surveyor and a competent licensed surveyor that reflect the realities of modern surveying.

Dr Glenn Campbell – Surveying Academic, Registered Cadastral Surveyor & Chief Examiner, Surveyors Board Queensland

Glenn will provide an overview of Competency Framework for endorsement as a Cadastral Surveyor in Queensland and detail of the 2021 review the Cadastral and Consulting Competency Framework.

The consultation process included an open call for written submission and a series of workshops. This provided valuable input from the profession to ensure that the registration process was not unduly hampered by the standards and processes themselves.

Neale Faulkner - Cadastral Surveyors Licensing Board of New Zealand Board Member & Licensed Cadastral Surveyor

Neale will present the 2021 CSLB of NZ Standards for Licensing Cadastral Surveyors, including the rationale behind them, a general overview, and detail of changes made to the 2013 Standards.

With the NZ Government requiring that the Standards be presented as secondary legalisation there was an opportunity to review the Standards as a whole. As a result, the new Standards clarify the categories of licence applications and have expanded to cover deficiencies highlighted by the Boards experience dealing with both the examination process and complaints of professional misconduct.
